The Third Plenary Session of the 20th Central Committee of the CPC pointed out that we need to improve the system and mechanism for developing new quality productivity according to local conditions. Scene innovation is a new paradigm that promotes the technological innovation and achievement transformation. It is guided by the creative application of new technologies and follows the path of supply and demand linkage, in order to achieve iterative upgrading of new technologies and rapid industrial growth. Accelerating the formation of an innovative policy support system for application scenarios according to local conditions is an important measure to develop a new quality productivity system. High quality scenes are not naturally presented, contrarily, it needs to be explored, refined, and promoted. They can be promoted from the following six aspects.
1. Plan the top-level design systematically.
2. Give full play to the leading role of chain-owner enterprises.
3. Promote the integration of supply and demand in scene innovation.
4. Provide comprehensive support for high growth innovative enterprises.
5. Pay attention to the transformation from stock mining to creation leading.
6. Establish a diverse and inclusive investment and financing ecosystem.
