Abstract: Promoting high-quality and full employment is the new positioning and mission of the CPC Central Committee for employment in the new era. Implementing the employment priority strategy requires the coordination among economic policies. In the medium to long term, supply-side industrial policy may be one of the policy variables that have the greatest impact on employment status in addition to the dual-economy structure. Due to the strong emphasis on catching-up economy, the past industrial policies did not fully reflect the goal of prioritizing employment in their implementation, thus lacking the inherent characteristics of being employment-friendly. The Chinese path of modernization aims to solve the compatibility problem of industrial development, especially between the high-tech industries and the employment as well as people's livelihood. It is necessary to comprehensively and systematically solve the maintenance and creation of employment opportunities by building a modernized industrial system, rather than only relying on the development of high-tech and advanced manufacturing industries, even or sacrificing their development. Looking for the future, the design of China's employment-friendly industrial polices should fully consider the employment benchmark of the policies, the impact of the development of new quality productivity, the synergy among economic policies, and other specific issues.
