The Yangtze River Basin should strengthen cooperation, leverage the role of inland waterway transportation, and build the entire basin into a golden waterway. One the one hand, it can better leverage the unique advantages of the Yangtze River Economic Belt, including spanning east and west, linking north and south, and connecting the river and the sea. On the other hand, it can better connect the domestic and international markets, make good use of both resources, enhance the endogenous power and reliability of the domestic circulation, strengthen the attractiveness and driving force of the international circulation, and provide strategic support for building a new development pattern.
The Yangtze River Economic Belt will strengthen three-dimensional transportation, coordinate the construction of railways, highways, aviation, and pipelines, and build a comprehensive three-dimensional transportation corridor that is networked, standardized, intelligent, efficient, safe, convenient, green, and low-carbon. The Yangtze River Economic Belt, led by the Yangtze River Delta, should implement the spirits of the Third Plenary Session of the 20th Central Committee of the CPC, deepen reforms, further eliminate institutional barriers that hinder the market-oriented allocation of various production factors and the circulation of goods and services, fully leverage the role of the Yangtze River as a golden waterway, and unleash economies of scale. The Yangtze River Economic Belt should form a comprehensive force of new quality productivity and high-quality development through high-level coordination and linkage, so as to promote a greater leap from quantitative change to qualitative change in ecological environment protection and high-quality development in the Yangtze River Basin.
