Liu Zhibiao: The Evolution of Global Value Chain and the Practice of Industrial Development in China

The competition among major powers in the world is becoming increasingly fierce, and economic and trade issues are becoming more and more politicized, instrumentalized, and weaponized. The global value chain and international division of labor system formed under WTO rules are being reshaped. Since the reform and opening-up, China has roughly gone through two typical stages, which are external entry into the global value chain and dual embedding in the global value chain. Faced with the current trend of global value chain restructuring, we must carefully analyze the dynamic evolution and restructuring laws of the global value chain, summarize China's industrial development practices, and formulate correct strategies and policies.


To accelerate the formation of a global value chain dominated by domestic demand, that is, to build a China chain and achieve the main field reconstruction of the global value chain, we need to focus on the following four points. The first is to comprehensively enhance our technological innovation capabilities, strengthen our national strategic technological strength, and accelerate the formation of new quality productivity. The second is to vigorously improve the business environment and attract high-end industries to transfer to China. The third is to accelerate the formation of a super-large domestic market with systematic importance in strategic competition. The fourth is to reasonably guide and layout the regions and industrial links for the outward transfer of China's manufacturing industry.
