Abstract: Based on the dual perspectives of high-quality development and institutional opening-up, this paper analyzes the theoretical and practical logic of expanding the opening-up of the service consumption field. The opening process of the service consumption field can be divided into four stages, which are preliminary exploration period, gradual opening period, commitment fulfillment and deepening period, as well as institutional and digital opening period. Its opening process shows an evolutionary logic from reform pilot to institutional guidance. Research has found that the current process of expanding opening-up in the service consumption sector is facing structural contradictions such as weak industrial competitiveness, lagging institutional opening-up, and differentiated levels of opening-up. Specifically, it is manifested as insufficient brand premium ability, low efficiency in converting international rules, and lagging rules for emerging business formats. We need to adopt systematic measures such as building a new institutional opening-up system in the field of service consumption, promoting the coordinated reform of two-way opening-up in service trade, enhancing the attractiveness of characteristic services with the precision opening-up strategy, deepening digital transformation to enhance China's position in the global value chain of service trade, and improving the professional service linkage mechanism to promote high-level opening-up in the field of service consumption and cultivate new driving forces for economic growth.
