Abstract: High-level technology intermediary institutions are important carriers for achieving efficient transformation of technological achievements and high-level technological self-reliance and self-improvement. At present, while China's technology intermediary institutions have achieved outstanding results, there are still outstanding problems such as the need to optimize the legal quality environment, strengthen public service guarantees, and consolidate professional talent support. It is suggested to learn from the management and construction experiences of technology intermediary institutions in developed countries such as the United States, the United Kingdom, and Japan, strive to build a modern legal governance environment, establish and improve an open public service platform, continuously optimize the standardized service governance system, and accelerate the cultivation of a high-quality professional talent team.
Technology intermediary institutions are specialized service organizations that carry out management consulting, technology evaluation, achievement transformation, resource allocation, innovation decision-making, and related technology agency activities for the transformation of scientific research achievements into productivity. They are the glue that bridges various innovation supply and demand sides such as the government, universities, and enterprises, and the catalyst for accelerating the transformation of technological innovation achievements. General Secretary Xi Jinping emphasized the need to simultaneously promote technological innovation and technological achievements transformation, which has pointed out the direction for promoting the transformation of technological achievements and put forward new and higher requirements for further accelerating the transformation of technological achievements and the construction of technological intermediary services.
