As an important connotation of the new development concept, green and low-carbon development is not only a necessary part of promoting the harmonious coexistence of humans and nature in modernization, but also an inherent requirement for promoting the transformation of old and new economic driving forces. The Third Plenum of the 20th Central Committee of the Communist Party of China pointed out the need to improve the policy system of finance, taxation, investment, pricing, and so on, which supports green and low-carbon development. It also pointed out that we should enhance the consistency of various policy orientations. The Central Economic Work Conference proposed to use a combination of policies to synergistically promote carbon reduction, pollution reduction, and green growth. In the face of the new stage, new situation, and new requirements, it is necessary to coordinate the policy combination fist of green and low-carbon development, enhance policy synergy, and promote the stable and far-reaching construction of a beautiful China.
