Since 2023, the explosive growth of generative artificial intelligence represented by ChatGPT and Sora is expected to trigger a new round of industrial revolution and become the focus of competition between China and the United States. The significant increase in computing power, especially the demand for intelligent computing power, will lead to massive energy consumption. Under the dual carbon goal, there is a trend towards low-carbon and green computing power. Green computing power, also known as the pursuit of green and low-carbon computing power, refers to computing power that has characteristics such as energy conservation, environmental protection, and low power consumption. China is promoting the integrated innovation and operational management optimization of computing power equipment. By 2023, the average power utilization efficiency (PUE) of computing power centers nationwide will be 1.48, which is 0.06 lower than that in 2022, and the energy consumption of computing power will continue to decrease. At the same time, China's green computing power has also shown green impurity, becoming a key bottleneck restricting the development of green computing power. Increasing the proportion of green electricity in computing power centers will not only reduce traditional energy consumption and promote the consumption of clean energy, but also facilitate the cultivation and development of new quality productivity. It is also an important guarantee for China to occupy a leading position in the new round of technological transformation.
