With the rapid growth of the number of electric bicycles and the high-speed lithium electrification of electric bicycles, the number of electric bicycle fire accidents in China has also shown a rapid growth trend in recent years, causing a large number of casualties and heavy economic losses. It is urgent to introduce effective measures to eliminate this grey rhino risk.
The main safety issue for electric bicycles is that lithium batteries catch fire, and charging is a high-risk link for fires. However, the safety issue of electric bicycles ultimately boils down to governance issues, especially in industrial governance and grassroots governance, which involve various aspects such as industrial policies, government regulation, public cooperation, and market order. Currently, there are still many blind spots and difficulties in governance.
This article proposes the following countermeasures and suggestions.
1. Accelerate the construction of centralized charging and swapping facilities for electric bicycles, so as to ensure the safety of the charging process.
2. Accelerate the construction of full-chain management system which covers the entire lifecycle of lithium batteries and connects various government departments.
3. Improve the hierarchical utilization system of retired power and energy storage batteries in the field of electric bicycles.
4. Accelerate the demonstration of advanced technology application and improve the intrinsic safety level of electric bicycles.
5. In terms of social governance, mobilize various sectors of society to form a joint force, especially focusing on solving the soft problems and soft nails of electric bicycle safety management.
6. Accelerate the revision of standards related to electric bicycles.
