Abstract: The main way for underdeveloped regions to seize the opportunities of rapid development of the digital economy is to embed intra-product division of labor in the digital economy industry and participate in certain stages of processing, manufacturing, assembly and production, which will provide new growth points for underdeveloped regions. Guizhou fully utilizes its outstanding comparative advantages such as cool climate and low electricity prices to embed the intra-product division of labor in the digital economy industry, which is the basic condition for Guizhou's digital economy industry to gain growth opportunities. The key factor determining the rapid growth of Guizhou's local digital economy industry is the collaboration among the government, industry, academia, research, and application entities, starting from the low-end links of the industry, forming industry-related spillover effects, continuously promoting technological innovation, and strengthening talent cultivation. The Guizhou case is a regional model for developing the digital economy industry in underdeveloped areas of China, providing valuable experience for implementing catch-up development strategies in these regions.
