Abstract: Over-limit manufacturing deconstructs traditional production in the quantum field and micro-nano dimensions, creating a targeted, miniaturized, and integrated handheld factory to achieve the goals of safe, efficient, green, and intelligent production. The following exploration experiences have been provided for cultivating new quality productivity and solidly promoting high-quality development. Firstly, it should fully liberate the concept of over-limit and reshape the future state of manufacturing. Secondly, it should construct high-dimensional technological connections to enhance the integration and fusion of innovation. Thirdly, it should comprehensively improve the quality of factors and systematically plan the industrial incubation network. The following countermeasures and suggestions are proposed for the construction of a handheld factory using the concept of over-limit manufacturing. Firstly, we should attach importance to the research of new concepts and explore new manufacturing principles in a disruptive manner. Secondly, we should encourage interdisciplinary and integrated development of new manufacturing approaches. Thirdly, we should guide full resource cooperation and breakthrough new common technologies through synergy. Fourthly, we should open up the full information network and establish new production relations based on platform. Fifthly, we should plan industrial pilot zones and design new adaptive systems for tracking.
