Abstract: Currently, artificial intelligence technologies represented by big language models, generative AI, and cognitive computing are reshaping the ways and modes of information processing, knowledge production, and decision consulting at an unprecedented speed and depth. A new type of think tank with Chinese characteristics has gone through the process of ten years. In the face of the new situation and new tasks of the great journey of Chinese path to modernization, the construction, operation mode and knowledge production paradigm of think tanks should also be restructured in line with the changes in the AI era, especially from the past, which focused on setting up organizations and relying on individual experts, to further transform into deeply driving knowledge elements and talent resources with platform and intelligence, so as to achieve the functional requirements of political advice, theoretical innovation, public opinion guidance, social services and public diplomacy at a higher level. This article combines the specific scenarios of think tank research and operation, focuses on the three core capabilities of knowledge integration, talent aggregation, and brand communication, explores how to achieve the three forces construction of AI empowered think tanks through human-machine collaboration, technology application, and scenario empowerment, and seeks the innovative development path and higher dimensional capabilities of new think tanks with Chinese characteristics in the next decade.
