The 26th meeting of the Central Committee for Comprehensively Deepening Reform proposed that we should follow the law of scientific and technological innovation and the law of talent growth, take stimulating the innovation vitality of scientific and technological talents as the goal, and build an evaluation system of scientific and technological talents oriented by innovation value, ability and contribution according to the types of innovation activities, so as to let everybody display their talent and tap their full potential.
It is a major issue to carry out scientific and technological innovation and strive to break through core technologies, which should be carried out from the triangle structural analysis framework of system, technology and market. Among them, technology is the foundation, market is the attraction and the thrust, and system is the incentive and constraint factor. In order to realize scientific and technological innovation, we must first establish rules and regulations for scientific research activities of scientific and technological personnel, and achieve a mechanism balance between incentives and constraints.
This paper believes that according to the law of scientific and technological innovation behavior, it is urgent to establish rules and regulations in the management of scientific and technological funds, the evaluation of scientific and technological achievements, the distribution of scientific and technological achievements, the growth of scientific and technological talents, and the development of technological innovation industries, and discusses these aspects in detail.
