The report of the 20th National Congress of CPC stressed that China should make China’s industrial and supply chains more resilient and secure. At the same time, in view of the current anti-globalization situation, the report also stressed to deeply involve ourselves in the global industrial division of labor and cooperation, and endeavor to preserve the diversity and stability of the international economic landscape and economic and trade relations. This puts forward the important proposition of balancing the security and development of the industrial and supply chains under the condition of high-level opening up.
For a long time, China must face the suppression of certain developed countries on China's industrial and supply chains and the challenge of multinational companies choosing between the China Plus One strategy. Overall, the reorganization of global industrial and supply chains will greatly affect the security level of China's industrial and supply chains in the following aspects: the form of global industrial chain, geographical restructuring, digital restructuring, green restructuring, and the trend of value-oriented restructuring. In this regard, this paper puts forward suggestions for China to rethink and design new industrial policies to adapt to the new development pattern of dual circulation.
