Xi Jinping pointed out that we need to build a new higher-standard open economic system and advance a broader agenda of opening up across more areas and in greater depth. This paper first puts forward three characteristics of high-level opening up: 1. The domestic market dominates the economic circulation: let domestic demand play its role in opening up and development. 2. The basic characteristics of the new development pattern: to achieve high-level self-reliance in opening up. 3. Open the door wider to the outside world: overcome the barriers to the integration of the external environment and rules. Then this paper points out that under the development pattern in which the domestic market dominates the economic circulation, whether we can open the door wider to the outside world depends mainly on how we deal with the external environment and issues of opening up to the internal market or domestic reform, and how we increase investment through internal opening up to effectively connect with international rules, and analyze these two points separately.
