This paper first points out the necessity of promoting high-quality development with high-level opening up in China from the aspects of policy and reality. Then, the author points out three main points of high-level opening up. First, we have to advance a broader agenda of opening up across more areas and in greater depth; Second, transform from “bringing in” to “bringing in” and “going global” together, and form a new situation of opening up where market, resources and energy, and investment are deeply integrated; Third, adapt to the requirements of China's new development stage, accelerate the construction of a new development pattern, and shape new advantages in international cooperation and competition. The three points are described in detail. Finally, the article points out that opening up is the key to achieve national prosperity and strength. In the new era, we should adapt to the new trend of economic globalization, accurately judge the new changes in the international economic situation, deeply understand the new requirements of domestic reform and development, take more active and promising actions to promote a higher level of opening up, and constantly make new progress in solidly promoting high-quality economic development.
