Abstract: The equality of same industry is not only the basis of fair competition among enterprises in modern market competition, but also can be used as the work grip to promote the construction of a unified national market. Therefore, we can promote the fairness and justice of enterprises in market competition, and eliminate many disadvantages of industrial policy management according to the type of enterprises, especially according to the nature of ownership. The author believes that the construction of a unified national market should break the traditional practice of classifying and managing enterprises according to the standards of ownership, scale, affiliation and region, and equal the competitive environment and conditions among enterprises. Equality is not only the basis of the unity of market rules, but also the premise of the construction of a unified market. According to the principle of operation in modern industrial organization and competition policy, the author, on the basis of putting forward the basic policy proposition of equality according to same industry from a holistic and strategic perspective, analyzes in detail the content of the policy of equality according to same industry and its possible positive effects, and puts forward some specific suggestions to promote the construction of a unified national market based on the reality of China's market development at this stage.
