This paper argues that we should focus on the requirements of domestic and international circulation goals, adopt a problem-oriented approach and apply systems thinking, and build a modern industrial system around the four three two task framework.
1. Focusing on the requirement of boosting the dynamism and reliability of the domestic economy, the four tasks should be implemented based on the principle of complete, coordinate, independent and controllable.
Task 1: Promote the coordinated development of the industrial system.
Task 2: Promote the industrial foundation reengineering projects.
Task 3: Cultivate several chain master enterprises.
Task 4: Build an enterprise forest full of enterprises that use special and sophisticated technologies.
2. Focusing on the goal of improving the quality and level of international circulation, three tasks should be implemented based on the principle of high-level internationalization.
Task 5: Establish an industrial transnational cooperation mechanism.
Task 6: Enhance the siphon ability of advanced elements.
Task 7: Build a global market center.
3. To provide a solid institutional foundation, two tasks should be implemented based on the principle of letting the market play the decisive role.
Task 8: Deeply promote the construction of a unified national market.
Task 9: Shaping an active government.
