In 2015, the State Council launched a pilot project for marketing rural collective land in 33 counties (cities, districts). We conducted a survey in Jiangsu Province. As the only pilot area in Jiangsu Province, Wujin District of Changzhou City has formed experiences that can be popularized, providing a useful reference for the revision and improvement of relevant legal systems. This paper first analyzes the problems existing in the marketing rural collective land: 1. From the perspective of Jiangsu, there is a general shortage of construction land, and there are few collective land that can enter the market directly. 2. Some regions lack the corresponding industrial planning, and lack the industrial foundation to use collective land to promote rural revitalization. 3. The income distribution mechanism of marketing rural collective land needs to be improved.
Then, it provides the countermeasures and suggestions on marketing rural collective land to support rural revitalization: 1. Accelerate the compilation of land space of towns and villages, and improve the participation of grass-roots collective organizations. 2. Strengthen industrial planning, and use rural collective land to promote rural revitalization according to local conditions. 3. Improve the income distribution mechanism of rural collective land, and ensure that farmers are the main recipients of income from collective land circulation.
