Yang Zhihuang: The U.S. Chip Bill May Have Adverse Effects, and China Should Speed Up the Introduction of a Prudent Response Plan

Recently, the United States has successively issued non-market-oriented industrial policies for China, mainly the CHIPS and Science Act 2022 on August 9 and the National Security Strategy on October 12. The US's practice of making normal sci-tech competition pan-security, pan-policy and pan-ideology has attracted wide attention from foreign enterprises in China.


This paper first introduces the main contents and basic objectives of the CHIPS and Science Act 2022, and then analyzes the possible consequences of the Act: 1. It directly affects Chinese enterprises and foreign enterprises in China. 2. It will have derivative, indirect, and extended impacts, including on the global pattern of many industries, international relations, supply chains and industrial chains. 3. It will trigger pessimistic expectations. Finally, the article puts forward some suggestions to deal with the Act: 1. Quickly interpret the Act and be cautious in expressing our opinions and protesting. 2. Expand the scope and level of opening up and increase support for scientific and technological innovation. 3. Treat foreign enterprises and domestic enterprises equally to strengthen their confidence. 4. Learn from the legal mechanism of the United States and improve the effectiveness of the counterattack comprehensively. 5. Accurately increase international business communication and effectively strengthen international cooperation.
