As a pilot city of the system and mechanism, Zhejiang has successively carried out the cultivation of central towns and small cities at the provincial, municipal and county levels, especially taking central towns and small cities as major carriers, strategic platforms and breakthrough points for the development of new urbanization, and has found a way to cultivate small towns with both Chinese and Zhejiang characteristics.
This paper first summarizes five experiences from the development of new urbanization in Zhejiang: 1. Focus on quality rather than quantity of small-town development. 2. Follow the cultivation path from unbalanced to balanced development. 3. Make full use of the advantages of regional endowment for development. 4. Continue to improve the capacity of cities and towns through both hard and soft measures. 5. Break down the institutional barriers and increase the vitality of innovation and development. Then, the article puts forward the enlightenment of Zhejiang's new urbanization development from eight aspects: development objectives, development concepts, development motivation, construction carrier, construction scale, construction content, implementation path, and indicator guiding.
