This paper first introduces the definition of industrial foundation and shows its importance. It is believed that industrial foundation conforming to the standard of modern industrial chain should have at least the following five characteristics: 1. The foundation of industrial types. 2. Systematic industrial content. 3. Progressiveness of industrial technology. 4. The strategic position of the industry. 5. Stability of industrial competitiveness. In addition, this paper proposes that the Chinese characteristics in the implementation of industrial foundation reengineering projects can be reflected from the following four perspectives. 1. Strengthen the drive of chain owners and implement the collaborative innovation of industrial chain led by leading enterprises. 2. Strengthen market demand incentives and implement demand-side driven innovation under the advantage of the super-scale market. 3. Strengthen the empowerment of the digital economy and implement data-driven innovation in the context of intelligent manufacturing. 4. Strengthen the coordination of the responsible government and implement the industrial policy service innovation under the chain leader system.
