The modern productive service industry, which densely contains human capital, knowledge capital, and technological capital, is an important carrier for developing new quality productivity. The development of productive service industry will open up new space for China's economic growth. The 15th Five Year Plan should make the development of modern productive service industry a major task for the future development of pillar industries, empowering the development of new quality productivity.
In response to the shortcomings of China's productive service industry, this article proposes three suggestions.
1. During the 15th Five Year Plan period, based on building a modern industrial system and accelerating the development of new quality productivity, we should comprehensively deploy and promote the development of various modern productive service industries.
2. During the 15th Five Year Plan period, we should seize the opportunities for the development of artificial intelligence and digital economy, and use digitalization to help make the productive service industry become a progressive sector of the modern industrial system.
3. During the 15th Five Year Plan period, human capital and knowledge capital should be considered in the development of new quality productivity, and the reform of the technological system, education system, and talent system should be continuously deepened, so as to accelerate the improvement of the institutional environment conducive to the development of productive service industries.
