Abstract: This article calculates and sorts out the five major industrial tracks that can grow into new pillar industries in China during the 15th Five Year Plan period, namely the digital technology related industries, the health and life science related industries, the basic supporting industries such as new materials and new energy, the high-end equipment manufacturing industry, and the modern productive service industry. During the 15th Five Year Plan period, China's industrial development has comparative advantages in terms of system, demand, supply, and talent, but also faces many risks and challenges in various aspects. Based on this, this article proposes five main directions and five key tasks for cultivating new pillar industries and shaping new competitive advantages. Finally, this article proposes specific measures from five aspects, which are industrial chain policy, market policy, technology policy, talent policy, and investment and financing policy.
