The proposal for the 15th Five Year Plan is a strategic choice made by the Central Committee of the Communist Party of China based on the profound understanding of the laws of modernization construction, in response to international competition and solid development foundation. The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development places building a modern industrial system and strengthening the foundation of the real economy as the top strategic task. As the foundation of the real economy, manufacturing is the lifeline of the national economy and an important area for building a modern industrial system. Standing at the intersection of the 14th Five Year Plan and the 15th Five Year Plan, we should maintain historical patience and strategic concentration, build a solid industrial foundation, and lay a more solid material and technological foundation for the realization of Chinese path to modernization.
