The 15th Five Year Plan period is a crucial period for China to advance the modernization of its major reserve system construction. It is necessary to adhere to problem-oriented and goal-oriented approaches, accurately analyze challenges, systematically plan countermeasures, continuously promote the high-quality development of grain and material reserves, and build a solid material foundation for national security.
