The prevention and control of drought and flood disasters are related to national food and water resource security, high-quality economic and social development, people's lives and property protection, as well as ecosystem security maintenance. It is strategically important and practically necessary to assess the situation of drought and flood disasters in China during the 15th Five Year Plan period and carry out effective prevention and control measures.
This article analyzes the overview and significant impact of drought and flood disasters in China during the 14th Five Year Plan period. Based on the ten major characteristics of drought and flood disasters in China, ten prevention and control measures are proposed.
1. Strengthen long-term investment in the prevention and control of drought and flood disasters.
2. Promote the construction of sponge cities across the entire region.
3. Strengthen the construction of emergency support capacity for food security.
4. Optimize the allocation system of water resources.
5. Establish the mechanism for evaluating the disaster prevention effectiveness of large-scale engineering projects.
6. Promote the rewilding of urban and rural areas into flood storage ponds.
7. Conduct disaster prevention simulations and accelerate the construction of risk scenarios for drought and flood disasters.
8. Strengthen the management of water resources in border areas, and safeguard national security.
9. Take disaster prevention as the concept, and enhance the political and social coordination level.
10. Build a systematic and comprehensive mechanism for preventing and controlling drought and flood disasters.
