The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China pointed out that the 15th Five Year Plan period is a crucial period for consolidating the foundation and making comprehensive efforts to achieve socialist modernization. The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development has made arrangements for building a strong domestic market and accelerating the construction of a new development pattern, clearly stating the need to resolutely remove obstacles and bottlenecks that hinder the construction of a unified national market. Through more effective removal of various market barriers, we may unleash the potential of China's super-large scale market, and enhance the endogenous power and reliability of the domestic circulation.
During the 15th Five Year Plan period, we need to accelerate the construction of a super-large scale domestic market. It is first reflected in the population base and total economic output, and further reflected in the multi-level characteristics and strong market potential. It has many advantageous features that small markets do not possess, and also provides broad space for policy innovation, enterprise competition, and industrial upgrading.
During the 15th Five Year Plan period, we will accelerate the construction of a new development pattern and achieve significant results in promoting high-quality development. Based on the super-large scale domestic market, we will build a strong domestic market, lead as well as create new supply with new demand, thereby improving total factor productivity, releasing market increment, and bringing real economic growth.
