Abstract: Productivity is the ability of humans to transform nature and obtain material means of life, while production relations are the social relationships formed by people in the production process. The interaction between the two constitutes the fundamental driving force of social development. Productivity determines production relations, and the level of productivity development determines the nature and direction of change of production relations. The production relations have a reciprocal effect on the productivity. The production relations that adapt to the productivity will promote its development, while those do not adapt will hinder it. Their contradictory movement promotes the successive replacement of social forms from lower to higher levels. Productivity is the fundamental driving force for the development of human society and the ultimate cause of all social and political changes. Therefore, all of our work revolves around productivity and production relations, and is also aimed at better serving the coordinated development of both. The work deployment of the Fourth Plenary Session of the 20th Central Committee on the 15th Five Year Plan is also aimed at better promoting the development of productivity and adjusting production relations, especially leading the core work of developing new quality productivity. The Fourth Plenary Session of the 20th Central Committee not only provides a framework for the 15th Five Year Plan, but also continues the new development concept of innovation, coordination, green, openness, and sharing, with the development of new quality productivity as the core focus. This article discusses how China can focus, highlight, and lead the future planning and implementation path of new quality productivity development from three aspects, which are preparation, accuracy, and satisfaction.
