Abstract: The private economy has strong innovation power, great potential and sufficient vitality, which is the basic force to cultivate and develop new quality productivity, and also an important new force to promote Chinese path to modernization. In November 2018 and February 2025, General Secretary Xi Jinping attended the Private Enterprise Symposium twice and delivered important speeches, clearly pointing out the broad prospects and great potential for the development of the private economy in the new era and new journey. He made comprehensive arrangements to promote the healthy and high-quality development of the private economy, and pointed out the direction for its development. The promulgation of the Law on the Promotion of Private Economy further establishes the historic position of private enterprises in key industries, achieving the transformation from followers to leaders. Standing at the new starting point of the 15th Five Year Plan, the private economy will usher in new historical opportunities. Therefore, we focus on the core key to the high-quality development of the private economy during the 15th Five Year Plan period and put forward ten suggestions.
