Abstract: With the increasing complexity and specialization of innovation activities, it is necessary to accelerate the construction of technology intermediaries and deeply participate in global innovation chain governance. The functions of technology intermediaries include technology transfer and achievement transformation, innovation network construction and collaboration, policy coordination and technology consulting. Drawing on the experience of Internet symbiotic, application-oriented and leading technology intermediary construction at home and abroad, it is suggested that China should vigorously support enterprise-led technology intermediary institutions, establish industry standards and norms for technology intermediaries as soon as possible, and accelerate the quality improvement of the technology intermediary talent team.
