Amidst the unprecedented major changes, geopolitical conflicts are frequent, global industrial chains are accelerating restructuring, and the traditional export-oriented development model is facing dual impacts of bottlenecks and decoupling of industrial chains of some Western countries. After four leaps of scale catching-up - structural correction - system safety - high efficiency and resilience, the modern industrial system, as the material and technological basis for realizing Chinese path to modernization, must take advanced manufacturing industry as the backbone.
Building a modern industrial system with advanced manufacturing as the backbone is essentially a systematic integration of a large country scale, market mechanism, and open innovation. Guided by the spirits of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, industrial policies must abandon traditional paradigms such as artificially selecting priority sectors and subsidizing capacity growth, and shift towards a new paradigm that supports institutional infrastructure and forms the dynamic management of industrial organizational ecology and time continuity.
