The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development, approved at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, proposes to seize the historical opportunity of the new round of technological revolution and industrial transformation, comprehensively enhance independent innovation capabilities, seize the high ground of technological development, and continuously stimulate new quality productivity .
The strategy direction of industrial development proposed in the Proposal is highly compatible with the path of China's industrial technology development. At the same time, there are still a series of bottlenecks in the deep integration of technological innovation and industrial innovation in China. During the 15th Five Year Plan period, China should further leverage our advantages of a super-large market, promote the integration of domestic demand-side policies with the global technology factor market through institutional opening-up, and embark on a non-linear catch-up of demand – technology – standard - global market share on the forefront track, achieving the upgrading from market creating technology to technology leading market .
