Abstract: Against the dual background of coordinated regional economic development and industrial transformation, China's breakthrough of the middle-income trap through the development of new quality productivity has become a key proposition. This article constructs a four-dimensional collaborative development framework that connects the benchmark-element-structure-sequence with the 1342 strategy, systematically explaining the restructuring mechanism of new quality productivity on traditional industries. Research shows that China needs to take new quality productivity as the benchmark, integrate the four elements of productivity, optimize the structure of the tertiary industry and service industry, clarify the development order of emerging industries-traditional transformation-future industries, and form a efficiency-structure collaborative upgrading path. At the same time, it is recommended to focus on five key implementation areas, including quantitative awareness, strengthening execution, anchoring domestic demand, industrial sequence, and structural transformation, so as to provide theoretical and practical references for the construction of China's modern industrial system.
