Hu Yi, Xu Tianshu, and Niu Qiang: Policy Suggestions on Developing Assisted Reproductive Industry to Alleviate China's Birth Rate Reduction Problem

Since 1987, the birth rate in China has continued to decline. After 2016, the birth rate showed a cliff-like decline trend. As a result, national and local governments have successively introduced a series of policies to encourage and support childbirth. However, from the implementation of these policies, the effect is not ideal. A survey of experts from reproductive healthcare enterprises, medical institutions, and government health supervision agencies found that the main reasons for the decline in China's birth rate are twofold. Firstly, there is a subjective reduction in fertility intention, which is a systemic problem at the social level that is difficult to solve in the short term. Secondly, there is a large proportion of people who objectively want to have children but have fertility problems, and the development of assisted reproductive industry has practical significance.


This article proposes five policy recommendations to promote the development of the assisted reproductive industry. 

1. Gradually include assisted reproductive technology services in medical insurance to enhance patients' ability to pay.

2. Focus on promoting commercial insurance for assisted reproduction and improve the risk protection level.

3. Optimize the institutional license access and achieve the resource matching supply.

4. Support the construction of industrial talent teams and increase research and development efforts in artificial intelligence technology.

5. Pay attention to the upstream industry of assisted reproductive drugs and medical devices in China, and achieve the localization of key materials for assisted reproductive technology.
