An Yuanyuan: The Impact of Carbon Data and Battery Passport on China's Industry

On July 10th, 2023, the new EU Battery and Waste Battery Regulation was officially adopted by the European Council. There are many differences in battery management between the European Union and China. Therefore, we should attach great importance to the impact of the regulation on our industry, accelerate the mastery of implementation steps and technical path of the EU battery passport, assess the potential significant impact on our battery industry, and propose countermeasures. 


The implementation of the EU Battery and Waste Battery Regulation has a significant impact on our power battery enterprises. Moreover, it may raise the costs of the entire industry chain, increase the operational pressure on small and medium-sized enterprises, weaken China's competitive advantages in power battery products and new energy vehicles, and threaten the rights and interests of our overseas enterprises.


Based on this, this article proposes corresponding suggestions.

1. We should promote the construction of China's battery chamber of commerce in the European Union, and provide good services for enterprises investing in large-scale battery recycling projects in the EU.

2. We should strengthen cooperation with a more open and win-win attitude, actively promote the establishment of a battery strategic alliance, and promote the innovation and improvement of the green energy value chain, supply chain, and industrial chain.

3. On the basis of establishing the Chinese battery passport standard, we should seek support from upstream and downstream enterprises in the industry chain, so as to promote the mutual recognition mechanism between China and the European standard system.

4. We should be vigilant against the so-called fair competition policies specifically targeting China, and promptly file appeals and arbitration with the WTO for the actions that infringe upon the legitimate rights and interests of Chinese enterprises.
