The integrated development of the Yangtze River Delta focuses on two key development issues, which are integration and high-quality. By transforming the development mode and reshaping the economic geographical pattern, it's necessary to make the Yangtze River Delta region a strong and active growth pole for national development, and a new highland for reform and opening-up in the new era.
The ecological and green integrated development demonstration zone in the Yangtze River Delta is known as the first move and breakthrough in implementing the integrated development strategy. The new progress and achievements in institutional innovation and project construction are evident to all. In the future, we should continue to accelerate the transition from regional project collaboration to innovation of regional integration system. To some extent, integration is a process of dismantling administrative barriers and achieving mutual market openness. If the main obstacle to integration is administrative barriers, then breaking down the barriers mainly depends on the government's own strength.
Specifically, the following three points need to be achieved.
1. Promote the co-construction and sharing of infrastructure.
2. Do the top-level design well and innovate the incentive mechanism for integrated development.
3. To promote the functional construction of the Yangtze River Delta demonstration zone, more market-oriented measures governed by law should be used, while less administrative and command-based measures should be employed.
