The security of the industrial and supply chains is the foundation for building a modern industrial system that is independent, controllable, safe, reliable, and competitive. The Third Plenary Session of the 20th Central Committee of the CPC points out that we should improve the system and mechanism for promoting the high-quality economic development and improve the system for enhancing the resilience and security level of the industrial and supply chains. It requires us to urgently build the independent and controllable industrial and supply chains, strengthen the development system of key industrial chains such as integrated circuits and industrial mother-machines, and promote technological breakthroughs and application of achievements throughout the entire chain. Therefore, accelerating the formation of a new industrial policy system is one of the important contents and measures to improve the resilience and security level of industrial and supply chains.
As the degree of globalization continues to increase, industrial policies of various countries pay more and more attention to the efficiency of the industrial chain. With the changes in Sino-U.S. relation and the increasing geopolitical risks, industrial policies need to give more attention to the resilience and security of the industrial chain. Under the new development pattern, China needs to not only overcome the bottleneck caused by supply cuts to enhance our international competitiveness of industries, but also rely on the unified domestic market to build an independent, controllable, safe, and efficient industrial chain. This is the solution to the binary antinomy of industrial chain security.
