The Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Construction of a Unified National Market, released in April 2022, proposed to explore and study the standard guidelines for the construction of a unified national market. The 2024 Government Work Report specifies the formulation of national unified market construction standards and guidelines. The Guidelines for the Construction of a Unified National Market (Trial) is a consistent standard that all regions and departments need to strictly abide by in implementing the decisions and deployments of the Party Central Committee and the State Council when building a unified national market.
The formulation of the Guidelines has effectively solved prominent problems in practice and is of great significance. The current guidelines mainly guide local governments and departmental governments. By guiding and regulating the behavior of local governments and departments, we reduce, weaken, and lower their motives for market segmentation and local protection, aiming to promote the gradual formation of a unified national market.
Overall, the construction of a unified national market is a complex issue involving various aspects of interest adjustment. Currently, the Guidelines provide directional and framework-based guidance, as well as phased work requirements.
