Liu Zhibiao: Promote the Construction of a Unified National Market through Consistent Rules and Regulations

The Opinions of the Central Committee of the CPC and the State Council on Accelerating the Construction of a Unified National Market, released in April 2022, proposed to explore and study the standard guidelines for the construction of a unified national market. In recent years, based on self-examination and rectification, various regions and departments have abolished, revised, and corrected a number of policy measures that hinder the construction of a unified market and fair competition. A number of supporting policies have been uniformly introduced around strengthening the basic institutional rules of the market. Meanwhile, the pace of reform continues to advance in key areas. However, it is undeniable that there are still some problems in practice that hinder the construction of a unified national market, such as market segmentation and local protection. In this context, the formulation of the Guidelines has effectively solved prominent problems in practice and is of great significance.


The Guidelines are based on areas with high consensus in various aspects. It not only provides specific guidelines for construction standards in the construction land market, labor market, capital market, technology and data market, energy market, and resource and environmental market, but also lists basic behavioral norms that must be followed in government affairs such as market access and exit, industrial development, investment attraction, bidding and tendering, government procurement, and business behavior standards.


The construction of a unified national market is a complex issue involving various aspects of interest adjustment. In the next step of implementing and updating the Guidelines, various regions and departments need to take multiple measures and work together to promote the construction of a unified national market, so as to achieve greater results.
