The prosperous low-altitude economy means a large amount of low-altitude flight activities. The high-quality airspace management system is the cornerstone for achieving orderly large-scale flights. On the basis of analyzing the new situation faced by airspace management, this article deconstructs the new airspace management system under the background of low-altitude economy, and attempts to depict a preliminary framework prototype.
The new situation faced by low-altitude airspace management includes the following points.
1. The flight altitude significantly sinks.
2. The frequency of flights significantly increases.
3. Diversified restructuring of management entities.
4. Intelligent migration of management technology.
This article points out that a national-province-city three-level system should be established, with scenarios as the driving forces, system as the guarantee, and infrastructure as the support, so as to form a management system that adapts to local conditions, developing and using low-altitude airspace resources in various regions accurately and efficiently.
1. Establish a responsibility division framework led by local governments, realizing efficient collaboration between military, civilian, and civilian sectors at the same time.
2. Implement a refined low-altitude route planning mode guided by scene requirements.
3. Plan a legal system to ensure safe and efficient low-altitude flight.
4. Build infrastructure that is suitable for the basic conditions and scene needs of the region.
5. Build low-altitude flight supervision and service capabilities that rely on platforms and are under the jurisdiction of local authorities.
