Liu Zhibiao: The Essence and Means of the United States Restructuring the Global Industrial Chain

Currently, the speed of the United States restructuring the global industrial chain is significantly accelerating, and the United States is clearly using various means to comprehensively deconstruct the global industrial chain embedded in China. However, from the actual economic performance of China and the United States, the economic ties between the two countries have shown deep complementarity and dependence, even in years of trade conflicts and rampant epidemics. This article believes that the real strategic intention of the United States is to comprehensively deconstruct the current global value chain deeply embedded in China, and reconstruct a new value chain led by the United States.


In order to achieve the strategic intention, the United States will exert efforts from both the supply and demand sides. As for the supply side, it restricts the technology and related investments to curb the upgrading of our industries. As for the demand side, it takes advantage of the super-large-scale attraction of the US market to coerce Chinese enterprises to transfer our industries.


In response to the above challenges, this article proposes the following countermeasures and suggestions.

1. Build a favorable business environment whose transaction costs have global competitiveness as soon as possible.

2. Accelerate the formation of a super-large domestic market with systematic importance in the strategic competition.

3. In the medium to long term, it is necessary to accelerate the construction of a global circulation system dominated by our domestic market, or to build a global value chain system based on the domestic demand.
