Abstract: The business environment has become the key variable in promoting industrial transfer and regional coordinated development. It is necessary to attach great importance to optimizing the business environment in the central and western regions and encouraging industries in the eastern region to migrate to the central and western regions rather than overseas, which have positive practical value in promoting the transformation of comparative advantages between the eastern and central regions and promoting industrial upgrading as well as regional coordinated development. At present, the restructuring of the global supply chain requires efforts to enhance the resilience and security level of industrial and supply chains. We should improve the competitive advantage of the central and western regions, and keep some industries circulating domestically, thereby enhancing China's autonomous and controllable ability in the global supply chain system. At the same time, the construction of a unified national market requires the central government to make strategic preparations for regional coordination. We should create a better business environment and build a high-standard market system, instead of relying on the past pursuit of local governments' preferential policies to participate in regional competition. For this purpose, it is necessary to accelerate the implementation of market-oriented competition policy, transform the industrial policy into a central government-led one, and promote local industrial policy to shift towards encouraging fair and efficient competition. We need to improve the business environment in the central and western regions through multiple approaches, such as restructuring market rules, financing environment, government service environment, judicial environment, and public service platforms.
