Recently, the Central Economic Work Conference clearly proposed that we should enhance the resilience and security level of industrial and supply chains. Deepening the international cooperation in industrial and supply chains, and jointly building the safe, stable, smooth, efficient, open, inclusive, and mutually beneficial industrial and supply chains, have become an important support for China to accelerate the construction of a new development pattern of dual circulation.

1. Maintain the attribute of the industrial and supply chains as the global public goods.

The formation of global industrial and supply chains is the result of deep international division of labor in the context of economic globalization. Only through adhering to the opening-up and cooperation in global industrial and supply chains, can we achieve win-win development.

2. The new development pattern makes the better circulation of the industrial and supply chains.

Currently, there are some obstacles in the circulation of the industrial and supply chains. Therefore, we need to take strategic initiative to promote the smooth circulation of the industrial and supply chains, and promote the positive interaction of domestic and international dual circulation.

3. Promote the cross-regional interconnection of domestic industrial and supply chains.

To enhance the resilience of industrial and supply chains based on the domestic circulation, it is of great necessity to focus on promoting the cross-regional interconnection of industrial and supply chains, and reconstructing the regional circulation pattern.

4. Promote inclusive opening-up and cooperation in the international industrial and supply chains.

To effectively respond to the global economic uncertainty and negative externalities in industrial and supply chains, China should take strategic initiative and promote the construction of an open, secure, and stable global industrial and supply chain system through greater opening-up and cooperation.
