Abstract: Under the socialist market economy, it is recommended to establish the industrial chain owner enterprise governance mechanism and enhance the international competitiveness of key industrial chains, so as to solve the bottleneck problems of most important industries. As the leading force of micro governance mechanism, chain owner enterprises can provide upstream enterprises with technological innovation needs and commercial application scenarios, and solve the bottleneck problems through accurate investment, interest alliance, coordination mechanism and platform support. Therefore, it is recommended that in the process of establishing the modern industrial system, industrial policies should shift towards industrial chain policies, strengthen the industrial chain system thinking, enhance the status of merger and acquisition policies, vigorously encourage various enterprises with market and technical advantages to serve as chain owners, and establish the industrial chain owner enterprise governance mechanism.
