Abstract: Market expansion and division of labor are two underlying logics for building a unified national market. A high-level socialist market economy needs not only a modern market system based on generalization and deepening division of labor, but also a super large market with strong development and regulation functions, so as to become the basic mechanism supporting Chinese path to modern resource allocation. The free flow and competitive order of goods, factors, and resources are two basic rules that need to be unified in the construction of a unified national market. The gradual transition from administrative decentralization reform to economic decentralization reform is the practical logic and basic path for building a unified national market. Currently, under the basic pattern of economic transition, as a suboptimal choice, the construction of a unified national market must be based on a clear boundary between the government and the market. Affairs related to the integration of the government and the market must be classified, managed, and promoted separately.
