President Xi explicitly proposed that Jiangsu Province should take the lead in accelerating the construction of the new development pattern. Jiangsu plays a crucial role in the national economic and social development. So, it's necessary to implement the new development concept accurately and comprehensively, handle key issues in the domestic circulation as well as the domestic and international dual circulation, and promote the high-quality development.
1. Seize the strategic basis point of domestic demand and make a global contribution to the smooth dual circulation. We should adhere to the combination of medium-and-long-term policies and short-term policies, start from the measures of boosting consumer spending and enhancing effective investment by enterprises and local governments, and enhance the endogenous driving force of the economy through multiple approaches.
2. Lead industrial innovation with technological innovation and build a self-supporting modern industrial system. Sci-tech self-reliance and self-strengthening are essential requirements for building the new development pattern. Building an industrial technology innovation center with global influence is not only related to the high-quality development of Jiangsu, but also to the formation of an innovation radiation source throughout the country.
3. Accelerate the reinforcement, upgrading and extension of the supply chains, and enhance the security and resilience of the industrial and supply chains. We should adopt a holistic approach to national security that balances development and security imperatives, fully leverage the advantages of Jiangsu's complete industrial system and strong supporting capabilities, and promote the reinforcement, upgrading and extension of the supply chains in important areas and key links related to national economy and people's livelihood. We should also strengthen industrial cooperation with central and western regions, striving to improve the resilience and security level of the industrial and supply chains.
