Currently, Jiangsu has formed a relatively complete modern industrial system, with good foundation and conditions for developing new quality productivity. Jiangsu should follow five principles in developing new quality productivity according to local conditions.
One is to establish first and then break, which means that when developing new quality productivity, we should follow the order of establishing first and then breaking, so as to avoid the new economic system being too small and insufficient to fill the gap of the old system and impact the economic growth and fiscal revenue.
The second is classification guidance, which means that we should formulating targeted and feasible development strategies and paths based on the characteristics and development needs of different types of new quality productivity.
The third is to adapt to local conditions, which means that we should choose whether, when, and which type of new quality productivity to develop based on local factors such as natural conditions, resource endowments, cultural background, economic development stage, industrial foundation, technological research capabilities, market prospects and market capacity.
The fourth is to make precise efforts, which means that when developing new quality productivity, we should promote the development of new industries, new models, and new driving forces selectively.
The fifth is to give overall consideration, which means that we should formulate policies that help to form the synergistic effects of various industries, instead of only providing corresponding financial, technological, and talent support for cultivating and strengthening emerging industries and building future industries in advance. Traditional industries should not be simply equated with backward industries, and their development should not be ignored or abandoned.
