Abstract: In the context of accelerating the formation of a new development pattern and promoting high-quality development of the manufacturing industry, this study investigates the systematic impact and requirements of the main contradiction transformation in Chinese society on the development strategy and policies of the manufacturing industry, and analyzes the theoretical and practical logic of this strategic and policy change. Research has shown that the current changes in the main contradiction in society are mainly manifested in the transformation of the aggregate contradiction into the structural contradiction in the supply and demand system. The manufacturing industry has entered a three-dimensional competition characterized by quality, structure, and balance, instead of a scale competition. Economic policies must shift from aggregate catch-up and investment guidance to comprehensive supply-side structural reform and expansion of domestic demand. In order to promote high-quality development of the manufacturing industry, it is necessary to make every effort to expand the market size and improve market functions, using market growth to stimulate technological innovation, digest redundant production capacity, and achieve smooth economic circulation. Optimizing the strategic and policy environment for the development of the manufacturing industry first requires supply-side structural reform. This reform is not simply about using administrative means to reduce production capacity, but about reshaping the growth engine and adjusting the growth subject and functions. At the same time, it is necessary to closely combine supply-side structural reform with expanding domestic demand, and gradually form a modern economic growth pattern centered on consumers, so as to build a super-large market.
