The Fourth Plenary Session of the 20th CPC Central Committee proposed that Chinese path to modernization should be supported by scientific and technological modernization. Over the past 40 years of reform and opening-up, the innovative development of China's industrial technology has made irreplaceable outstanding contributions to the construction of a modern industrial system, which is the material and technological foundation of Chinese path to modernization.
In order to seize the historical opportunity of the new round of technological revolution and industrial transformation led by intelligent technology, comprehensively enhance independent innovation capabilities, and seize the high ground of technological development, it is necessary to carefully analyze and study the path of China's industrial technology development and upgrading track under the goal of continuously promoting new quality productivity. This article systematically summarizes the experiences and laws, and further clarifies the direction of future industrial technology development policies.
In response to the bottlenecks in highlighting the leading role of technological innovation during the 15th Five Year Plan period, this article proposes the following policy recommendations.
1. We need to accelerate the upgrading of policy tools that encourage technological innovation.
2. We need to establish and improve the evaluation mechanism for technological innovation.
3. We need to make great efforts to alleviate the bottlenecks in the market-technology dual cycle.
